Are you sure Temecula courthouse is the right one? That courthouse does probate almost exclusively. Murrieta is where I've see traffic court locally. It started at 8am last I was there.
Marriages are not done in the courthouse nor arranged by the court. Go next door to the assessor-recorder office. They schedule and perform the ceremonies.
