They hanged up on me while I was asking my question. Seems like they don't like people asking them the same question twice to clarify because they speak with such a low tune that I could barely hear.

Yes you can walk into the LA County Building & Safety. I'd advise you to go there at 7:30 AM Monday thru Thursday. No Friday. You must also know which office is closest to your project.
All walk-ins are still currently closed due to covid 19. You can call them from 8 to 4 if you want to get ahold of the building department at any given LA county public works office.
