When the structure is new and over 25'-0" width or length, it required 4'-0" width shear wall or follow the City Type V Sheet. It will show you how many and minimum width. Each City has different requirements. I hope this help you Salvador R.

YES you do Jorge the County of Los Angeles Building and Safety has a standard structural detail for a block wall. All you need to do is a site plan. I hope that helped you.
