That is a good question. I signed up in the Loudoun location and I can go to any center in the country. But, Madisonville doesn't let you. But, now that I have been to centers in several states, I was told that since my key was stolen, I can get a new one at the madisonville location and I don't have to travel to loudon just to get a new ley.
