The best thing to do is to report this to your local district. District will force, this man to do his job. If you have to take him to court do this too. Pickup signatures, from the tenants to make district force him out or get to work. If he leaves you a notice that you was not home report this to district immediately, keep copies of the notice this low life leaves you at your door this way you can take him to court if you have to report the general manager do so. Works 4 me good luck.
The Big “thebigboss” Boss
When a inspection is need they sent “Dann Dodd" and unfortunately he reported to them the not one is a home. So may you fail the inspection. And the truth is even someone it at the apartment he said no one is their. So be careful when inspection time come “Dann Dodd" does not do he's work.

I am student so I need rent apartment my income is under 8 section
Are you talking about like at the projects? Using master keys? I believe if they think that there is something wrong, such as leaking pipes or gas they can. I would read your contract to see what it says about when they can enter the property. But I do know of someone that used to live there that they used to go into her property either without notice or lack of 24-hour notice. Starting with your contract is your best bet.
