From what I understand, you can reserve the covered picnic ( concrete picnic tables) areas by contacting the city. There is a posting board in the picnic area that shows who has reserved it. It could also run off a first come first serve basis. Just contact the city park department.

It opens at 10 am on Saturday & Sunday. It closes at 6pm. And yes you can throw a birthday party there. But its first come first serve. If you want to be close to the water park. You have to get there around 9am or sooner to get the tables that are close to the water park.

Parks open all year. The water is turned on by Memorial Day till Labor day. From 9am - 5 pm. The great thing is the rec. center has a safy security person. Mon to Fri.. Also MVUSD N VVUSD provide free lunch for all children 2 to 18. From 11:00-12:30, M-Fri.
