I'm pretty sure that We Fix It Phone Repair would be able to do this repair. Typically this type of thing is going to be priced from $60 - $100 depending on the extent of damage and cost of the part.
First thing is that the iPhone 7 is not waterproof, it's only water-resistant. Even the newer phones like the iPhone 11 are only waterproof to a certain depth in a controlled environment. That being said, as long as the adhesive that runs around the edge of the display is reinstalled when installing the new display the device should be as water resistant as it was before the repair!
