What exactly can be dropped off? I live in Omak where residential cycling hasn't been discovered yet. I'm trying to find a place to drop off all the items that are regular residential recycling: cans, jars, paper, plastic, etc.

No. Not as far as I know it's only metals if there is copper or aluminum or brass you can take it out and make it clean. Hope that helps
