I called the archives to see if they had some information on rules from the 1970s because the program I'm interested in doesn't exist anymore. While I was really hoping someone would be able to help, I somehow got connected with a slow and rude employee. After trying to explain to him several times what I needed, he just kept repeating that I needed to go talk to someone in the department or program that I wasn't interested in. ARE YOU KIDDING ME? If I'm asking for something that existed over thirty-something odd years ago do you really think any public bureaucracy keeps that?! It would have been sent to the state archives. This guy shouldn't be working in the archives. He should be asking someone if they want fries with their meal. Such an extremely unpleasant experience.

Yes but not at the Oregon State Archives. That has to be done via a name change filed through an Oregon Circuit Court.
Yes, but i believe that there's a nominal fee for any document request.
I agree with austin .that kind of thing wouldnt be in public records ..i would try and contact human services
