You dont always have to have experience but its best you do so you could list any school plays or even acting classes as experience! If you dont have any experience i would suggest trying out an acting class around your area. If you cant afford that i would just submit and give it a go.

What is most important is that the photos show the subject in natural soft light and no post processing or filters have been applied.

At 13 and 5'2, you are considered a "Tween, meaning you are too tall to be a kid model and not tall enough to be a Junior model. Juniors are typically 5'7 and still growing. It is standard in the industry that marketing costs are charged back to the model and so you should always talk with your agency upfront about what fees you are responsible to pay.
