You might be able to check with the auditor to see if one was recorded

If a neighbor says he is selling his property and wants to tear down his fence, so he can get 2 feet he claims belong to him. Is that legal? Can he do that? if a survey is done who has to pay for it? Thank you

If you're questioning if the 2 feet is legally his then I would hire a surveyor yourself so you know where the lines are. You maybe able to find the property corners yourself as well from existing survey's.
