Worst service order took way to long to get wrong parts and the guys at the counter seemed uneducated on there stuff and they move slower than dirt dont care about there customers

For some reason HD Fowler decided to take the week off I've got a broken water system and I'm not able to get parts from HD Fowler therefore we are sourcing our parts through Ferguson Waterworks in Spokane

Yes

I want to put risers on my tank but the access ports are 28" diameter and I don't see risers that fit that manhole. Should I put a reducer first and then install the riser or do the flanges around the riser actually cover the entire hole.
