It used to be the Rawlins Police would roust the truckers, but not any longer. Just make a point of shopping there and they'll do anything for your business. Luckily for me, they don't mind if you buy a new battery or other part and install it on premises. O'Reillys does that now, too.

I've seen them in the parking lot
I've never seen a RV there like other Wal-Mart stores. Parking lot isn't that big. Lots of homeless people hang out on the street corners. I wouldn't recommend it
I don't know their exact policy on it, but have seen RV's there overnight. 4 of them just this week stayed overnight.
