Not sure if it is something they are carrying. I think it is depend on the market they are in.
Most chain restaurants are allowed to choose whether they participate when special offers are presented to the public. If you notice, there is a disclaimer "available participating restaurants". Seems that S.I. Tim Hortons made a choice.
