The answer is you can fossil hunt, BUT you can't take the fossil home if you do find one.

There are fossils in the park. It's easy to find areas outside of the park to gather fossils. Drive a couple of miles into Oklahoma and they are everywhere. Ask around locals will tell you where to look. It's pretty simple to find places on your own too.
