Best option is to call and ask for a manager. Earlier on a weekday would be the best time. If you're having a big problem call the regional office to make a complaint. They should contact the manager and possibly owner (depending on severity of the problem) of the store to help you. They will then in turn contact you directly... again, depending on the severity of the problem. Also, filling out their Survey can be helpful too. It gives space to write specific stuff at the end.
