Is this for both northbound and southbound traffic? What exit numbers is it between?

Northbound, before first exit, rest area

It is the first reststop in N.Y. coming from Pa. I didn't see a way to access it going south

Only northbound. Maybe a couple of miles north of the state line.

Only north bound... but there is another south bound right before Binghamton.... we stopped their for years on our many family excursions between Syracuse and scranton and The south bound rest area is Before exit 6 NY side

Northbound only, 1 mile past the state border there isnt any exit numbers because it is a ramp right from the highway.

Northbound traffic only unless you do a u-turn

Good question....I've only accessed it heading north towards Binghamton.
