We personally took photos of our daughter there. No one gave us any flack. Not sure if professional photographers and shoot for free or not.
Whenever I've been there there's always been lots of photographers on the various paths taking pictures of weddings, children, and family photos. I'm not sure you would want to take your pictures in around the barns because the lighting there isn't as good and you have to deal with the dog park located right next to it. There are lots of other really neat places in the park like the lending library in the middle of the Woods.

If you are hiring a professional photographer, then it is up to that person to acquire the permission to use the park for that purpose. Whether or not that person passes the cost on to you (and I think there is one) is up to them. I believe there are posted signs near the parking lot about this. The ground is fairly wet in the park still, so if you are doing this soon the area by the stables is probably your best bet. Those are pretty neat anyway. If you are going later in the year, by the pool and gravel "fountain" could be a unique spot - I've never seen a photo shoot going on there, but there might a reason for that.
Yes you can. People get pictures done there all the time. We did our engagement pictures there.
