Yea you can bring dogs. The camping is away from the falls.
We saw plenty of dogs hiking from tinny dogs to big dogs. Also we camped at RedRock Campground. Super simple, but just what we were looking for as we spent most our time in the park. It's only minutes from the park entrance
The camp site is wonderful.
The camp sites are not "near" the falls. The falls can only be reached by foot and they are in a different part of the park compared to the campsites.
I saw people walking with dogs.
