We were there about 9 a.m. and had a small tour group. I5 was also during the week.
I went during the week about 1pm. I took the tour solo with the guide. This was a very interesting cave.

Tours are every 30 minutes
If the parking lot is more than half flooded, the cave will probably not be usable. Otherwise, temperature and other issues really don't matter, because the cave is pretty much a constant temperature year round. Wear a light sweater or sweatshirt.

We visited the caverns around 1:00 in the afternoon on a rainy day over Spring Break, and were part of a large volume of tourists. At the time of our tour, the groups were very large, perhaps 40 people in each, and departed every 30 minutes. We're certain the weather was responsible for the crowds.
I found to be early in the morning was the best for me
No the tours are year around and the hours for the winter are 9-430pm Summer 9-5pm I believe.
