Yea he has 2 be there with proper id and u should actually call to double check that it's 15 I know some places do it but not all tattoo places do it.
Im not too positive about 15 but i do know if you're under 18 a legal guardian has to be with you and aside from proper id i would call to make sure thats all you need to bring.
My understanding is that they will do it as long as an adult is present with the proper identification. My daughter was 17 years old and I had to be there when she received an industrial piercing.
