I think that may depend on what you mean. It's not the kind of place you show up to on a day to day basis, but its a big place and you can sign up to any of the events that going on regularly.
Adam is correct. "Open to the public" is kind of a grey area. Yes, it is for the public's use, but you do need to sign up for an event they are holding or be part of a Young Life group that is going for camp. If you check out their website you will find all of the events they hold and how to sign up for them.
