Joe, this has happened before at this IHOP before. Theo Supervisor on duty doesn't seem to be monitoring quality of food or even customer service check. A manager or Supervisor should make it a culture to let employees know they will be monitoring customer satisfaction throughout the day. Walk up to a random table at each waiter's section and ask them how they are doing. Negative complaints are addressed immediately and the waiter gets pulled aside after duty or immediately to be given a chance to correct the issue. Repeat complaints can lead to waning and terminationif not improved within target period. Positive feedback gets the employee a recognition and praise by manager as well as could lead to a small bonus Reward at end of every quarter. This could motivate competition among staff to be better. Josh is also CORRECT that Joe should have addressed this issue on site. Right away. This location definitely needs help in understanding customer service concept.

No but I guess it depends on time and who was working at the time you go
