Can I drive a new- used but new to me- car without plates to get it inspected in order to then get my plates at the DMV?

No. The law requires all vehicles to display a proper license plate that is registered to that vehicle at all times while on the road. Purchasing a vehicle is does not define that it will need an inspection automatically. Inspections are good for a year. If at the time you go to DMV to title the vehicle the inspection is no longer valid then a 10- day temporary tag will be issued. If you don't wish to obtain the temp tag then the vehicle should be towed to an inspection station not driven.

Yes...but have the title if your stopped and tell the officer you are in route. I usually put a tag applied for sheet on the license area. The DMV issue 10 day temporary tags for inspections also. ( At cost)
