This was more of a statement than anything. Its always the case at this location. I don't believe you should have to ask for napkins. You're at a drive through. It should be a given that you might need at least one napkin.
If this was a one time thing then don't sweat it. Everyone/ business has a bad day. It could also be that a new employee served you and needs to be reminded to provide these items. If it is a recurring problem contact the manager. S\he should be able to fix the problem.
If it's a occurring issue, then try to ask for them?
