The building has a very small number of free parking spots dedicated to Target in its underground garage, but the garage attendants don't seem to like it when Target customers come in (or try to leave). Also, it can be incredibly difficult to negotiate pulling out of the Target spots and exiting the underground parking garage, especially when someone is trying to enter the garage at the same time. I avoid parking there. There is an underground parking garage adjacent to the Safeway supermarket across the street. Parking is free with any purchase at Safeway. It's convenient enough to Target, and if you need something from the supermarket anyway, parking it's essentially free!
Yes, you have to park in the parking garage on Clarendon Blvd; it has the Target Bullseye on the wall.
There are 5 spots for free parking in the garage, but the entrance is on Clarendon, not Wilson (so coming from DC you'd circle the block). This garage uses a valet so you'll need to stop at the bottom of the ramp, wait for the attendant to give you a ticket, and then park in the spaces (if there is one). Be sure to get the ticket stamped by a Target employee when you check out.
