What's going on with the park maintenance? It used to be kept immaculate. This year there's no grass cutting or weeding at all.

I don't understand how vandals affect running the mowers. If it's lack of staff we should be seeing job postings. If it's lack of budget then let us know how we can help raise money for basic lawn cutting.

And wet areas are hard to mow as well.

Budgets or slow start to basic maintenance. There is a minute amount of care that has gone on, but it would seem likely it's a budget/lack of staff issue. There's been also some issues with some vandals during the off season in various parks in the area which likely added to the poorer than usual conditions.
