Are you allowed to have a small camper in a non electric lot?
If I recall, you could have two tents on one lot. So, can you have one tent and one small camper on the same lot?

Yes. A pop up counts as a tent, but it just be parked on the gravel parking spot with the vehicles, not in the grass.
