If you just want to take pics or video with your phone or camcorder, that's fine. They just don't want anyone doing a big production, or using a tripod, during regular hours.

Hi Sophia! Thanks for your interest in the Seattle Japanese Garden. Large film/photography equipment and photoshoots are not allowed in the Garden during public hours. If you want to take a video with your smartphone, that is just fine. Special permits for commercial filming in the Garden must be acquired through Seattle Parks and Recreation. Tripods and other photography equipment may be used during special hours offered to those who purchase a Photography Membership.

They have special admission and hours for photographers (anyone with tripod), I think the same applies for filming.
