If you look at the bottom of any Vape Flow receipt it says "No Refund" but you may exchange an item within 7 days of purchase. Hope this helps!
Check out DoNotPay as an option, it's an old question but this information is relevant for anyone with the same issue. It has the most to do with your bank and how established and reliable a business is. 3 weeks sounds like what it takes to get a refund from a gas station but if it's an online order from a regular store always expect like 3 weeks
