Was just there on 12/19/18 around 3:30pm. No customers except three people eating. Why was the woman behind the counter telling me they were not serving? Were they closed and if so why not lock the door?

I wasn't there, but I've worked in restaurants where this has happened. They might have been having some sort of team meeting before dinner service and needed to clear the restaurant, so they were waiting for the last person to leave like when the cashier puts out the "lane closing" sign even though they have more customers to finish helping. Otherwise, this happened when we had a technical problem that made service impossible (oven stops working, (hot) water outage, computer problem, etc). It could have been something else, but these seem like the likeliest explanations to me.
