Can you ride your ATV from the campground to the dunes? I see that it's illegal to ride ATVs and side-by-sides on the road?

You can drive Quads and Side by Sides to the campground entrance and cross the street to enter the Access Road to the Dunes.

Yes you can. There's a sand access road.
