Is this restaurant located right on the harbor, where there are tables with an ocean view?

You can a little of the harbor. But not an ocean view per se.

The view of the food is as fabulous as it tastes. You can also get food in the harbor and El Torito does breakfast in Sat and Sunday brunch.

RJ's is on the inland side of Dana Point Harbor Drive but worth eating at. Restaurants on the Marina are Wind & Sea, Waterman's, Turk's, and Proud Mary's. El Torito and Harpoon Henry's also have outside and inside seating overlooking the Marina.

You can't actually see the ocean from the tables but it's a short walk across the street to the harbor. Breakfast is amazing so you could always get food to go and walk to better view (park nearby as well)

One street across from the harbor, but I believe there is still an ocean view.
