Yes, anyone can. Under 18 requires both parent signatures (they dont check). If you want to ride for just the day, its $30. Alternatively, you can pay $40 for a year membership and only pay $25 for the rest of the year. The 40 payment gets you a membership card and the fee for the day. This ends up being worth it if you go more than 3 times.

Anyone can ride unless its a race weekend or something like that. The website has prices for with and without membership and is per rider. Young kids are cheaper. You have to sign some waivers of course and especially for minors there's another release form that requires both parents.
