Simple. Once one of the Walton's call them, if they don't receive an answer withing or after two rings, they'll, the Walton's, will make sure they answer the phone from there on. Since I don't know if the Walton's call personally any Walmart nor I don't know the policy of Walmart, until then, anything abnormal or out of the norm or expected will be going on in any Walmart as well as in all businesses. Employees take advantage of the inability of supervising that the Owners have as well as their own supervisors, until one day, in which either the most alert will do their best to adhere to the best customer service oriented policy or, the "employees working only to get a check at the end of the week" since that's what they're after, the check, they'll continue to just do the minimum required from their "educated and justified conscience" to just do "the minimum to walk every week from Walmart with a check for the rest of their lives, therefore, that's why they have to be there.
