That is absolutely correct and if you registered last year and you don't have them registered this year that throws a flag up and it will come to your house
Tags are $14.50 per dog .... However the deadline was a week or two ago and they are now double that but if you get caught without tags I think it's the price of the tag plus an $85 fine per dog
