I think you'd have to call the city recreation department. I imagine it won't be cut off from others since it's a public beach.
I called the parks and recreation of little elm Beach... You can not section off any part of beach.... You can do a small quick ceromony no chairs for guests... As you mentioned.. Just be for warned you can NOT keep beach goers from interrupting or being in the water around your ceromony... Missy said call to make sure the city isn't having activities on date you decide on.
