Most animals are out. The only ones who might stay in are the apes. The reptile house is heated. The giant tortoises will be off exhibit. All the animals are usually more visible and active with fewer people there, especially the big cats.
Ive been there in November, it is definitely chilly. The wind factor makes it feel colder than it really is. As far as the animals go, we saw very few animals out at that visit. I'd probably call the zoo directly about a week before and see what they're expecting weatherwise for the habitats 😊.
I agree in the afternoon it should be alright, but in the morning everyone, but the polar bear, will probably be inside. Last weekend in the afternoon the gibbons were popping in and out. You could also try the aquarium that is part of the bio park as that works out better when it's chilly. The parking for it is near the main bio park.

I was there last week when it was chilly in the morning, and most animals were out at 9am but snuggling up somewhere cozy. Some animals weren't out yet at all. For November I'd say maybe wait until late morning or afternoon to let them warm up.
I would say the aquarium as well I know you can buy a pass for both parks but I'm not sure if the little train runs that far
