You can fish in the pond. I was told anyone can fish free but I dont know if that's changed.
If over 16 you need a fishing licence
No they don't have a place to fish. The Devil's Backbone in Boonsboro has one and yes you do need a fishing license
They don't have a fishing place at the park and I don't think you may need a license to fish
