Jack, I believe you can go on line. However I first time went to the Costco store 18 years ago, and they have a membership counter......it just takes a few minutes. There are three different memberships, (personal, corporate & ?....I believe $60 will get you a membership card for you and one other person... spouse, friend,etc.) I hope this helps ! When you join, or eat at the the food court (which you can do without a membership, and it is decent food for really cheap) you want to enter through the exit doors. The membership desk is straight ahead. You can also get a pass to check the store out from them first if you are on the fence about joining.
$60 for the regular membership or $120 for the executive that has cash back rewards. You can join at the membership desk by the exit/food court.
