If is bare galvanized you need to use a special primer. Rustoleum makes one then you can use any of their Stops Rust line of paint.

Yes, but use a paint that was made for use on metal surfaces.

You can always rough up the pipe with some sand paper. It will help the paint stick. Best to do that outside with a mask on. Rust-Oleum paint is the way to go.

Yes, you can paint galvanized pipe. I recommend rustoleum paint. Make sure the pipe is clean first.
