As far as the restaurant and the servers go, it is a family friendly environment. My wife and I have always taken the kids to Hooters in whatever city we were at. However, keep in mind that they are a bar and someone's activities as a patron may not be family friendly if you go during the later hours of the day. There are tables all over the restaurant and they let you choose where you would like to sit. So i can only suggest depending on the age of the children, you choose a location to sit that is situated for the needs.

Yes kids can go there. Remember there is a bar serving alcohol. When I was there we did have a bad experience there was no coordination with serving and we sat there for like 20 minutes we had to get up and leave because we got no service.
Yes.... There is a Hooters Kids Meal menu, including boneless and traditional wings, chicken strips, grilled cheese and sliders, all served with one side item and a beverage.
No problem. It is a bar and the patrons can sometimes be boisterous.
