Steve's correct. There are life jacket racks sprinkled here and there throughout the park. You just walk up and take what you need. Also, in front of the wave pool, if a child is below a certain height, the staff will want to put a child in a life jacket because the wave pool can get kind of hectic.
No... ride rafts, inner tubes and life jackets are free. Lockers, parking, food and drink cost $$
