I payed 22 just for a I'd card. And you will also need 2 pieces of mail with address and your name, plus your drivers license from California, plus 26.00 for the drivers license, I don't know what else they will have you do on top of all that. Plan to be there all day long. Or let them text your phone. I had 110 people in front of me.
I don't remember exactly....but it was in the neighbor of $40+ if I recall correctly. In regards to car transfer, I don't believe it is a fixed price. Make sure you have the smog check done outside and get your VIN checked off behind the building before you go inside.
