Someone that lives in Vegas stole my identity , now there is traffic tickets in my name there, at the time I was incarcerated in Arizona State Prison. What do I do to resolve this

If the police didn't help you and DMV didn't help you, possibly your parole officer may find the best route for you to take.

Yes i did all that and even took it to court and won, but 4 years later its back and dmv claims to have no record of it..

I'd start off by notifying the police, then go to the DMV. I don't work for either.
