Sadly, no. You have to find some means to get your birth certificate and Social Security card.
If you never had a NV ID or Driver's License, you will not be able to obtain one until you provide a form of identity, such as original birth certificate, US Passport along with your social security card and two current proofs of address. If you have had a NV ID or Driver's License, then you can get a duplicate for an active ID or License.
