Yes you can get a duplicate without a birth certificate and social security card. You would need those items along with 2 current proofs of address if you are wanting to upgrade to the Real ID. You can also go online and request a duplicate via MyDMV. You would need your License or ID number, the issue date, your date of birth and last for of your social to set up your DMV account. It's always a good idea to take a picture of you License or ID in case you lose your card so you'd have that info available to complete actions online 🤗
Oh boy this is a good one. I actually don't have the answer. I would assume that they could Identify you through ur Picture on file( California has done that for me) but, it was before the REAL i.d came into effect.
If it is valid or expired less than one year, yes. If it is expired, we may require your birth certificate, etc.
