That should be free. If you have a plan with Verizon, they use cloud. All you need to do, is when you get your new phone and during the set up confirm that you want to transfer the data onto the new phone. If you skip this process, go to your cloud app in your phone after setup and manually transfer the data from the app which you'd be able to do any time. If you want certain photos to be on cloud for transfer onto the next phone, but cloud storage is full, what I would do instead of purchasing storage is simply go into your cloud's stored photos and delete the ones you can do without manually. Then, delete them on your gallery as well. After that, go to cloud again and have it upload your photos into its storage. If you didn't delete the photos you didn't want in your gallery, cloud would continue to upload those photos into its storage making its storage full of photos you could do without again. So remember to delete the photos you don't want stored for future transfer in both.
