Definetly by height! I'm pretty sure it was 46" which is just under 4 ft. I know they were on top of keeping the big kids out, when little ones where in there! My granddaughter is 4. She didnt make an hour. I paid for two. They gave me a coupon for a free hour. The whole family went the next evening. It was a blast!
I believe it has more to do with height. When I took my grandkids children of all ages were all over the entire area. From 2yr Olds to teens. The information should be on their site. Kids had a good time. One hour seem yo be enough time for them. I think two would have been too long.
That goes by height. Pretty sure they have to be under 42". Definitely goes by height though. Probably says on website... maybe š
