It's been a while since I've been to the Clippard YMCA with my child, but when we went the policy was that children swimming in any of the pools were required to get a wristband from the guard. This is primarily for small children so that they know the kids' ability in the water. I'm guessing the new policy was put in place because either kids weren't getting bands before going into the pool or there was a problem with guards issuing incorrect bands. No one wants to wait in a long line, and I'm sure they'll come up with a better solution.
They have addressed the issue quickly and I am satisfied
